On 22 December 1953, the first Prime Minister of India Jawaharlal Nehru made a statement in Parliament that a Commission would be appointed to examine ‘objectively and dispassionately’ the question of the reorganisation of the States of the Indian Union, ‘so that the welfare of the people of each constituent unit as well as the nation as a whole is promoted’. This was followed by the appointment of this Commission on 29 December 1953. The states which existed at that time were largely the result of historical processes. The development of consciousness among the people and the growing importance of regional languages led to the demand of formation of certain States on linguistic basis. There were other important factors too, for instance, preservation and strengthening of the unity and security of India. Financial, economic and administrative considerations were equally important too. This Report of the Commission which came out in 1955 is of immense historical value. On the recommendation of the Commission the country was reorganized into fourteen states and six union territories. Over the last several decades more states and union territories have been created.
