Marginalisierung und «incomunicación social» der Campesinos Mittelamerikas werden in ihrer kommunikations- und bildungspolitischen Problematik untersucht, und zwar ausgehend von der lateinamerikanischen Fragestellung. Zugrunde gelegt wird die Tätigkeit des Instituto Centroamericano de Extensión de la Cultura. Die dort bearbeiteten Beiträge (zumeist Fragen) der Campesinos von Mexiko bis Panama werden erfasst und daraufhin analysiert, inwieweit sich aus ihnen die «Nicht-Inhalte» der gängigen, fast nur kommerziellen Kommunikationsstrukturen und die Defizite des formalen Bildungsbereiches erkennen lassen. Diese Fragestellung führt in ihrer entwicklungspolitischen Relevanz zu einer deutlichen Unterscheidung zwischen den Aufgaben von Erwachsenenbildung und dem Aufbau von sozialer Kommunikation.
