Regionalpolitik wird überwiegend als regionale Wirtschaftsförderung wahrgenommen und behandelt. Ausgehend von einer Darstellung der Entwicklungsgeschichte der Regionalpolitik von den Anfängen in den 20er Jahren über den Nationalsozialismus bis in die Gegenwart hinein werden sowohl die konzeptionellen Leitbilder als auch die jeweilige institutionelle und instrumentelle Ausformung beschrieben. Grundlage ist die These, daß es im Verlauf dieser Entwicklung eine «gesellschaftspolitische Entleerung» der Regionalpolitik im Sinne einer «Ökonomisierung» gegeben hat.
