Dieses Buch diskutiert die wichtigsten Argumente, die für die öffentliche Bereitstellung privater Güter sprechen. Ein zentrales Argument der Arbeit ist, daß der Staat effizient Einkommen umverteilen kann, indem er private Güter als Selektionsinstrument benutzt. Mittels der öffentlichen Bereitstellung können verschiedene Einkommensgruppen durch ihr Konsumverhalten unterschieden werden, so daß eine gezielte und damit kosteneffiziente Transfervergabe möglich ist. Ein weiteres Argument findet sich im politökonomischen Bereich. Die Wahlbevölkerung kann öffentlich bereitgestellte private Güter nutzen, um die Tätigkeit von Politikern zu überwachen und deren Korruption einzudämmen. Insgesamt identifiziert die Arbeit drei Funktionen der öffentlichen Bereitstellung privater Güter: Selektions-, Selbstbindungs- und Kontrollfunktion.
