This book was prepared from the papers and discussions associated with an international workshop on Issues and Practices in Planning the Quality of Education organized by the International Institute for Educational Planning in November 1989. The third considers two areas where many countries have experienced difficulties in the collection and use of educational information: the dialogue between the producers and consumers of information, and the technical issues associated with the collection, preparation, and analysis of information. A conclusion summarizes the fundamental needs for training and research that emerged from the preceding chapters.
